Rishi Sunak did not know Nadhim Zahawi had paid a penalty to HMRC before it was reported in the news over the weekend, Home Office minister Chris Philp has suggested.

Pressure is growing on the Conservative Party chairman after the Prime Minister launched an inquiry into his behaviour, helmed by the government's independent ethics adviser.
