Mexican President Andrés Manuel López Obrador said Monday that he would not attend the Summit of the Americas this week, hosted by the U.S.

Obrador said he’d made the decision because “not all the countries of America are invited.”

The U.S. has not invited the leaders of Venezuela, Nicaragua and Cuba to attend. The White House’s official position is that undemocratic countries should not be invited to attend, but Obrador has insisted that all countries in the hemisphere should take part in the summit.

“There cannot be a Summit of the Americas if all American continent countries do not participate,” he said.

White House Press Secertary Karine Jean-Pierre said Monday, in response to Obrador’s announcement, that the Mexican president has been invited to meet with President Joe Biden at the White House in July.
