The Ethiopian military is accused of delaying medical access to civilians after allegedly bombing a busy market in the Tigray region, killing and injuring dozens.
The seven-month-old conflict has escalated in recent days amid reports of rebel advances, while elections were held elsewhere in the country.
The United States and the United Nations have called for an investigation into the attack and the African Union has already launched its own inquiry into human right abuses in the Tigray region.
