The government of the Philippines is hoping to perform a diplomatic balancing act. It wants to increase trade ties with China, while also strengthening relations with the United States, its main security and defense ally. Can it really be a "friend to all" as the government claims? Meanwhile, Manila has also accused Beijing of violating its sovereignty after the Chinese Coast Guard flashed a laser at a Filipino vessel in a disputed part of the South China Sea. Such territorial spats are a nearly daily occurrence that makes that balancing act all the more complicated. The Philippine Foreign Secretary Enrique Manalo spoke to DW's Janelle Dumalaon.
