Vaccines and treatments have helped many people in the UK but 11-year-old Isabel, is among those still at risk.
Isabel, who is from Exeter, England, has a condition called Trisomy 18, which means she is considered clinically vulnerable.
Her mum, Alison, told the BBC that life with no restrictions in the country has actually been "much worse than I thought it was going to be".
The UK government said it recognises the concerns of the "small group" of people whose children remain at a higher risk from the disease.
