Public Safety Minister Marco Mendicino announced the tabling of a new bill on Thursday that would amend parts of the Criminal Code to make it easier for humanitarian organizations to deliver “desperately needed aid” to Afghanistan.
Mendicino said under Bill C-41, “stringent measures” to prevent finances from reaching the Taliban will remain in place.
He said the changes to the Criminal Code would not be limited to Afghanistan, adding that the bill does “contemplate” Canada’s ability to provide humanitarian aid to other countries where a terrorist organization may be in power.
Adding to Mendicino’s comments on Bill C-41, Minister of Justice and Attorney General David Lametti said that amending the Criminal Code was the only way to give humanitarian aid organizations operating in Afghanistan the “certainty they need.’
He said groups will be able to apply to the Public Safety Minister, tell his office the types of activities they are carrying out and “within the scope of those activities they will be shielded from the Criminal Code.”
