A Russian missile attack targeted a humanitarian convoy in Ukraine’s Zaporizhia region, killing at least 23 people, according to a regional official. Russia is moving to seize Donetsk, Luhansk, Kherson and Zaporizhia after holding annexation votes in the areas.

Al Jazeera’s Mohamed Vall, reporting from Moscow, says the Russian capital is being readied for Putin’s formal annexation announcement. “Preparations are being made for a big celebration, both an official one inside the Kremlin and a public one in Moscow’s Red Square,” Vall said.
