Unions largely want above-inflation pay rises, something the government says would cost more than £28bn.

Asked about what Labour would offer workers on Sky News Breakfast, shadow home secretary Yvette Cooper quoted her colleague shadow chancellor Rachel Reeves saying the party was not going "to pick figures out of thin air".

She also said working conditions were a big part of the negotiations.
