Former deputy chief minister Kavinder Gupta said that the terror attacks will not affect Prime Minister Narendra Modi's arrival. He said that the rally will be even more enthusiastic now. Prime Minister Narendra Modi will launch projects worth Rs 38,082 crore from a village in Samba district described as India's first carbon-neutral panchayat on Sunday, in his first visit to Jammu and Kashmir for a government programme since the abrogation of Article 370 in 2019. Officials said the infrastructure effort was an attempt to highlight how quickly the Union Territory was changing. Leading businessmen from the UAE will be among the industrialists present at the event in Palli village, from which Modi would address the people of the Union Territory and members of rural local bodies across India, according to a senior administration official.
