Ms Weaver became a viral hit after she was drafted in as a clerk to a local council meeting on zoom - ejecting the chairman after he challenged her "authority".
Reports published today say Ms Weaver's actions were "without any formal footing" but went on to say "it is understandable why she acted as she did".
Cheshire East Council has published six reports - costing £85,000 - investigating the behaviour of councillors at the parish council.
