The Intergovernmental Panel on Climate Change's latest report is a "file of shame," according to United Nations Secretary-General António Guterres.

"Some government and business leaders are saying one thing, but doing another," Guterres said of the new report. "Simply put, they are lying. And the results will be catastrophic."
