Iranian President-elect Ebrahim Raisi said on Monday during his first news conference that the United States violated Iran's nuclear deal, known as JCPOA, and must lift all sanctions. However, he said "no" to meeting U.S. President Joe Biden if current sanctions on the country were lifted.

Raisi also said the European Union had failed to "fulfill its commitments."

Raisi said Iran's ballistic missile program was non-negotiable, despite demands by the West and Gulf Arab countries that it be included in the ongoing talks to revive the nuclear agreement.

Raisi, 60, a hardliner and strident critic of the West, will take over from pragmatist Hassan Rouhani in August as Iran seeks to salvage the tattered nuclear deal and be rid of U.S. sanctions that have induced a sharp economic downturn.
