Ukrainian officials in Bakhmut say there is intense street fighting in the besieged eastern city, but Russia has not taken control.
The declaration comes after Russia's Wagner mercenary group said it had surrounded the city.
The remaining 3,000 civilians in Bakhmut — which once boasted a population of more than 73,000 — are living in shelters without access to gas, electricity or water.
