The event marked the opening of seven new cancer facilities in Dibrugarh, Assam. The Prime Minister was congratulated by a veteran industrialist for enhancing the state's health infrastructure. "I cannot give a speech in Hindi, so I will speak in English," Ratan Tata, who was present on stage with PM Modi and other dignitaries, opened his speech by saying, "I cannot give a speech in Hindi, so I will speak in English."
