Hong Kong plan to ease COVID restrictions 'comes too late'

Hong Kong imposed some of the world's toughest restrictions earlier this year after being hit by a fifth wave of coronavirus infections.
But from Thursday, they are being relaxed.
Restaurants will be allowed to serve until 10pm and hair salons and gyms can reopen.
But critics say it's too late for some businesses and the territory's COVID-19 policy needs to change dramatically.
