Hong Kong leader Carrie Lam on Monday defended the low voter turnout in the overhauled “patriots-only” legislative election, but said she was not able to give specific reasons to account for the drop.

“I am sure they have their own considerations, such as the current social atmosphere, and the candidates' qualities, and even the weather on the day of the poll,” she told reporters.

The turnout of 30.2 per cent, about half that of the previous poll in 2016, was seen by pro-democracy activists as a rebuke to China after it imposed a broad national security law and sweeping electoral changes on the Special Administrative Region (SAR).

Almost all of the seats were won by pro-Beijing and pro-establishment candidates.

China's Foreign Ministry also said the low turnout rate was within a "normal and reasonable range,” but some Hong Kong residents were unimpressed by the new electoral arrangements. which almost totally exclude any voices critical of the Chinese central government.

"It's a fake election", said resident Gwendolyn Lau. "I think there will be more and more corruption, more and more cheating, and white elephant construction projects."
