Eurovision 2023: Decision to ban Volodymyr Zelenskyy from making address 'disappointing'

Culture Minister Stuart Andrew has said Ukrainian President Volodymyr Zelenskyy is busy but has sent a message expressing how "grateful" he is for Liverpool hosting Eurovision "on their behalf".
