European Union hoped to show a united front in advance of Monday's summit in Brussels.
But disagreements about Russian energy imports have stalled progress on proposed sanctions meant to punish Russia for its war in Ukraine.
There was some optimism that the deadlock over the sixth round of sanctions could be broken, but those hopes were dashed by the EU leader with the friendliest relations with Vladimir Putin.
