Ukrainian Foreign Minister Dmyro Kuleba asked Western countries to consider establishing a special tribunal for war crimes in Ukraine, with the Dutch foreign minister echoing his call.

Dutch Foreign Minister Wopke Hoekstra said the special tribunal should be considered in order to “fill the vacuum,” especially considering that the International Criminal Court (ICC) lacks jurisdiction over crimes of aggression in Ukraine.

His comments came after more than 40 countries agreed in The Hague to coordinate investigations into suspected war crimes in Ukraine.

ICC prosecutor Karim Khan said the deal reached in the Dutch city was a “promise to show the stamina to move forward.”

Russia has repeatedly denied that it has committed war crimes and deliberately targeted civilians since it launched an invasion of Ukraine in February. Ukraine says it is waging an unprovoked war of conquest.
