Dominic Cummings effectively acted as PM in 'dysfunctional' Downing Street, says Sajid Javid

Former cabinet minister Sajid Javid has claimed Boris Johnson was not in charge of government decisions at the height of the pandemic.

Mr Javid wrote in his statement to the COVID inquiry that Boris Johnson had prized "loyalty over experience" in appointing his cabinet in order to "place Dominic Cummings and the prime minister as decision-makers".
