Paul Johnson of the IFS says he wishes the parties would stop saying "what they're not going to do", as this ties them into either not being able to raise enough money, or ending up doing it in a more damaging way.

He told Trevor Phillips that both Labour and the Conservatives are reluctant to talk about the scale of the monetary challenge facing them.

Both parties have tied themselves to "rather bizarre" fiscal rules he says, perhaps hoping that they "get lucky".
