The interior ministry of eastern Libya’s administration says the death toll has risen to at least 5,200 people, particularly in the city of Derna.
Aid agencies have so far provided lower figures but warn the number of victims could sharply rise as thousands remain unaccounted.
The United Nations says emergency teams are being mobilised to help on the ground in the politically divided country.
Red Cross official Tamer Ramadan says about 10,000 people are missing after the floods.
He warns the death toll is “huge” and expected to rise by thousands in the coming days.
After more than a decade of turmoil, Libya remains divided between two rival administrations: one in the west and the other in the east, each backed by different militias and foreign governments.
