The oil industry has been accused of "panicking" after it emerge that the leader of the OPEC group of oil-producing countries wrote to members asking them to block language in any agreement that would move to phase out fossil fuels.

There has been unprecedented support for a fossil fuel phase-out among COP28 members in Dubai.

Environmental activists say that has startled OPEC members and stung them into action.
