The World Health Organization’s (WHO) European chief said on Tuesday that at least 3,000 people have died in Ukraine because they’ve been unable to access treatment for chronic diseases.

Dr. Hans Kluge said during a special meeting of the WHO that the agency has documented some 200 attacks in Ukraine on health-care facilities and that few hospitals in the country are currently functioning.

WHO members are considering measures against Russia following its invasion of Ukraine, including the possible closure of a major regional office in Moscow.
