Construction of a new $66-million jail in Minto, N.B., is well underway, a spokesperson for the province says. Officials say it's being built to address over-capacity issues in jails throughout the province, but some criminologists say that money could be better invested in social services like housing, health care and addictions treatment to prevent crime.
