But Argentina's President Javier Milei is absent.
Instead, he's in Brazil, where he attended a rally for former president Jair Bolsonaro.
The move is seen as a snub to Bolsonaro's successor, Luiz Inasio Lula da Silva - who's at the regional trade summit in Asuncion.
