In less than a year, Haiti has been rocked by a presidential assassination, rotating leaders and prime ministers, a devastating earthquake and hurricane and now fuel shortages and daily kidnappings.

Over the past 10 years, $13bn in foreign aid has gone to the country  - but Haiti remains the poorest country in the Western Hemisphere. Are aid agencies really helping Haitian people, or have they made things worse?

This week on UpFront, Marc Lamont Hill speaks with Emmanuela Douyon, the executive director of Policité, a public policy think-tank in Haiti, and Jake Johnston, a senior research associate at the Center for Economic and Policy Research.
