Dr Gabriel Scally, a member of the Independent SAGE advisory committee, says local authorities must be given the power to take control of coronavirus surges in their own areas.

Dr Scally, who is also President of Epidemiology at the Royal Society of Medicine, says we are definitely going to see surges of infection and we should be "throwing the kitchen sink" at those hotspots.

And he warned the country was going to need to focus on border control as international travel begins to open up.
