Rising global temperatures have made extreme weather events like floods and wildfires more devastating. Climate disasters are causing billions of dollars in damage and hitting the poorest countries the hardest. But wealthy countries are responsible for the majority of earth-warming carbon emissions. A key question at the COP27 climate conference is: who should pay for the loss and damage due to climate change?
