UN rights chief forced to shelter in bunker amid latest wave of Russian missile strikes on Ukraine

Russia unleashed a new barrage of missiles on Ukraine on Monday, killing two people, destroying homes in the southeast and causing major power outages, according to officials.

In Kyiv, the United Nations (UN) High Commissioner for Human Rights Volker Türk had to move his scheduled meeting with human rights advocates to a bunker as air raid alarms spread across the capital city. "You can imagine what this means for the population, it has become almost the new normal. But it has a huge impact on civilians, and it has to stop," the commissioner said.

The attack followed a spate of heavy Russian air strikes on energy facilities in recent weeks. Kyiv authorities had earlier told residents they would be able to stop imposing emergency blackouts after repair work following the previous attacks.

Ukrainian President Volodymyr Zelenskyy said energy workers have already begun work on restoring power supplies. Meanwhile, Russia said that three of its military personnel were killed in what it said were Ukrainian drone attacks on two Russian air bases hundreds of miles from the front lines in Ukraine.
