Russian foreign minister Sergei Lavrov is expected to make a rare appearance on the European diplomatic stage, as he attends talks at the Organization for Security and Cooperation in Europe. That’s prompted outrage from some OSCE members, including Ukraine and the Baltic states, who are refusing to attend Thursday’s meeting.
