Rough sleepers bill is a 'waste of time', says Lord Bird

The founder of the Big Issue magazine has told Sky News the government's proposals to arrest homeless people if they smell is a "waste of time".

Under the Criminal Justice Bill, "excessive smell" could be enough for a rough sleeper to be detained or moved on.

Lord Bird said the government needed to focus "not just on how we get people off the streets, but how we keep them off the streets".
