A month-long ceasefire between the Pakistani Taliban (Tehreek-e-Taliban Pakistan or TTP) and the government ends on Thursday.
The information minister says all armed groups must surrender before talks can succeed.
But the supreme court has crticised the move for what it calls "bringing the guilty to the negotiating table".
And families whose children were killed by the TTP are angry the government is engaging with the group.
