Ontario will pass bill imposing contract on education workers, strike would be "illegal": minister

Ontario Education Minister Stephen Lecce spoke at a last-minute press conference on Thursday after CUPE's Ontario School Board Council of Unions said bargaining had ended without a deal and that the government had passed Bill 28 to impose a contract on education workers.

Asked if the government had "underplayed" their hand with several schools likely to be closed on Friday, Lecce said they had brought forward the legislation to prevent a strike and would use every tool to prevent disruption for children.

He was also asked about the ramifications coming from using the notwithstanding clause to enforce the contract, Lecce said he was aware of the "extraordinary difficulty" strikes and the COVID-19 pandemic have caused students.

"This is not a normal time in society. Kids are in a different place," he told reporters. "I would argue most parents would accept the premise; this is an unprecedented challenge on children."

The minister added that he had directed school boards to "do everything possible" to keep as many schools open during the strike and he had directed teachers and staff to be at school Friday to provide live learning.
