When Tokyo won the bid to host the 2020 Olympics, it was sold to the Japanese public as the "recovery games".
Officials said it would bring growth and healing to Fukushima, a region devastated in 2011 by an enormous earthquake and nuclear disaster.
But not all Japanese are convinced that those promises have materialised.
