The air-raid siren went on in the Armenian-controlled city of Stepanakert Thursday morning for nearly an hour and a half as it was being shelled by Azerbaijan, according to the defence ministry of the Nagorno-Karabakh region.

A house has almost been razed to the ground with a number of civilians injured as a result of the attack.

Residents of the area said the house destroyed by the shelling belongs to a hospital worker.

“She came home in the morning. After the strike, she was hospitalized with a head injury,” a neighbour said.

The office of Nagorno-Karabakh's human rights ombudsman said more than a dozen shells had fallen on Stepanakert, the enclave's largest city, a day after a maternity hospital there was struck.

Fighting has surged to its worst since the 1990s, when about 30,000 people were killed.

Both sides of the conflict regularly accuse each other of targeting civilian population and infrastructure.
