Labour's shadow levelling-up secretary has refused to say whether a Labour government would raise the top rate of income tax.

Lisa Nandy said the party would need to wait for an economic forecast before making spending and taxing commitments.

She acknowledged there was "no magic wand" for the difficulties faced by the UK economy.
