Hurricane Ian death toll rises above 80, response criticised

At least 80 people have been killed since Hurricane Ian struck Florida and the Carolinas, packing winds of up to 249 kilometres per hour (155 miles per hour).
Local officials, who have defended the evacuation orders, say that number could rise as flood waters recede and search and rescue teams push into areas that have been cut off.
The federal government plans an unprecedented amount of aid to deal with the damage caused by Ian, which is expected to run into billions of dollars.
However, many are left wondering how they can afford to rebuild.
