The Italian and Dutch leaders and European Commission president have been in Tunisia to sign a financial aid deal, some which will pay for a migration clampdown.
Tunisia has been accused of operating a racist policy, expelling people to the border with Libya where they are trapped, barred from entering.
So how can the bloc square keeping out migrants with its human rights obligations?
