How a Minnesota city fixed its auto theft problem | Canada Tonight

Car theft is not just a problem in Canada, in the past two years auto thefts have skyrocketed in many U.S. cities as well. In St. Paul, Minn., Ramsey County Attorney John Choi says that he and his team have curbed car theft in the city by focusing on youth intervention rather than enforcement.
