Education secretary Gillian Keegan is unable to guarantee that all eligible parents will have access to 15 hours of free childcare from September 2024, as was promised by the government.

Trevor Phillips also asks Ms Keegan about a recent chemical attack, and news that the suspect was granted asylum after being convicted of a sexual offence.
