Jay Shaw, assistant chief of Winnipeg’s emergency management centre, said Friday that the city would suspend all recreation and leisure programs, and introduce temporary closures of city-owned recreation facilities, as well as gyms, indoor pools and libraries.

Shaw made the comments during a media availability with Winnipeg Mayor Brian Bowman hours after the province introduced strict new COVID-19 restrictions, which include moving the Winnipeg area to a code red, or critical level, under the province’s COVID-19 pandemic response system.

Bowman called the rise in COVID-19 case numbers in Manitoba a “stark reminder” for everyone in the province to help limit the spread of the virus, and called on Winnipeggers to “redouble” their efforts in following health guidelines such as mask-wearing and physical distancing.

In Winnipeg, the move to a code red means bars and restaurants will close except for take out and delivery and most retail will be reduced to 25 per cent capacity.

Movie theatres and concert halls will be closed, while faith-based gatherings are reduced to 15 per cent, or 100 people, whichever is lower. What the province calls “personal services” will see no changes and stay at 50 per cent capacity.
