U.S. President Donald Trump announced on Thursday his government would issue federal guidelines for what he said would be a “phased and deliberate approach” to reopening the U.S. economy on a state-by-state basis.

Trump made the comments during a briefing of the White House coronavirus task force.

The president called on people to remain vigilant and continue physical distancing measures, but said individual governors would be “empowered to tailor an approach that meets the diverse circumstances of their own states” and that states would be allowed to remain closed if needed.

He said certain states may be able to begin a phased reopening as early as Friday.

The White House strategy will be a three-stage approach that would require states to meet certain requirements on the widespread testing of patients and health-care workers, contact tracing and hospital capacity. Each phase requires there be a “downward trajectory” of COVID-19 cases over a 14-day period in order to move on to the next phase.

As of Thursday evening, the U.S. had 667, 225 cases of COVID-19 according to data compiled by researchers at John Hopkins University. There have been 32,868 deaths.
