China has reopened its border with Hong Kong after it was largely sealed off for three years due to COVID restrictions. Mandatory quarantine rules have been scrapped but people still need to present a negative test and the number of daily travelers will be capped. The shift comes as Beijing continues to loosen COVID restrictions - even as infections surge.
