The type of restraint used by a police officer charged with killing George Floyd was unauthorised, an official with the city’s police department has said.
Lieutenant Johnny Mercil, who instructs police officers on appropriate use of force, said that while such a restraint is permissible in extreme situations, Floyd was handcuffed and under control, making it unauthorised.
