U.S. President Joe Biden signed an executive order on Wednesday directing all federal agencies to revise use-of-force policies and create a national registry of officers fired for misconduct.
It comes on the second anniversary of the murder of George Floyd by Minneapolis police. In addition to the registry, it will also require all federal law enforcement agencies to regularly submit records, that could include substantiated complaints and disciplinary actions, to the database.
Federal agencies will have to thoroughly investigate incidents involving use of deadly force. Under the executive action, federal law enforcement officers will also be banned from using chokeholds and so-called carotid restraints unless deadly force is authorized.
Biden also spoke about Tuesday's tragic mass school shooting, which took place in Uvalde, Texas, resulting in the deaths of 21 people — 19 of them children.
"Jill and I will be travelling to Texas in the coming days to meet with the families, let them know we have a sense of their pain, and hopefully bring some little comfort to the community," Biden said.
