ArriveCAN app developers had "glaring disregard for basic management," audit shows

Canada's Auditor General Karen Hogan has found that the government agencies behind the controversial ArriveCAN app repeatedly failed to follow best practices, as written in a report released on Monday.

During a press conference detailing the report, Hogan said that due to gaps in the app's development process, many of the questions asked by Parliamentarians — and Canadians in general — about the project's budget simply “cannot be answered.”

“Overall, this audit shows a glaring disregard for basic management and contracting practices throughout ArriveCAN development and implementation,” the Auditor General told reporters. Hogan also called it one of the “worst cases of financial record-keeping” she has ever seen.

ArriveCAN was developed to help manage Canadians' travel during the COVID-19 pandemic. It was initially estimated to cost $80,000, however the auditor's report estimated the price tag became roughly $59.5 million.
