His representatives said she was not allowed to enter the mortuary near the remote Arctic prison where he suddenly died last week.
The Navalny family representative said Alexei’s mother and his lawyers arrived at the morgue on Monday, but they were not allowed to go inside.
One of the lawyers, they said, was pushed out.
Navalny, 47, one of Russia's most significant opposition figures, had been in jail on charges widely viewed as politically motivated.
Protests and vigils have been held near Russian embassies in many countries and hundreds of people have been detained in Russia, reports say, amid warnings not to rally.
