In Afghanistan the defeat of the Taliban has been rightly hailed as a great triumph, the first win in America's war on terrorism. But what of the next act? Afghanistan's new government is into its second month and countless billions in aid is pouring in, so you would think there would be great cause for optimism. Richard Carleton has just returned to Afghanistan. He found a country that remains a warlord's playground, where everything's a wreck.
